FIG.PS0 / PUBLIC SECTOR · MANAGED OPEN SOURCE OPERATIONS

Open source that
stays operable.

ALVPHA Upstream takes on inventory, SBOM, triage, lifecycle, security processes and upstream delivery for public IT and software landscapes — as an external, contractually defined function.

FIG.PS1 / THE PROBLEM

Digital sovereignty needs operational ownership.

Procuring or deploying open source is only the first step. In day-to-day operations, questions arise that often have no clear owner:

  • Which open-source components are actually in use?
  • Which versions are vulnerable or reaching end of life?
  • Who assesses CVEs in the specific context of use?
  • Who stays in contact with maintainers and projects?
  • Who develops a patch when upstream does not deliver in time?
  • What dependable evidence exists for audit, security and governance?

ALVPHA Upstream takes on exactly this operational gap.

WITHOUT — WITH
WITHOUT
  • fragmented responsibilities
  • reaction only once incidents occur
  • local workarounds without upstream
  • missing evidence
WITH ALVPHA UPSTREAM
  • one contract
  • defined processes
  • documented triage
  • traceable upstream work
FIG.PS2 / SERVICE MODEL

Three layers — one operational responsibility.

All three layers are part of the service and build on one another: transparency as the base, operations on top of it, upstream delivery as the highest tier.

E1TRANSPARENCY & EVIDENCE

Inventory & evidence

  • open source inventory
  • SBOM / SPDX / CycloneDX
  • third-party transparency
  • licence classification
  • lifecycle / EOL signals
  • governance & evidence reporting
E2OPERATIONS

Support & lifecycle

  • vulnerability / CVE triage
  • technical reproduction
  • release / EOL monitoring
  • workarounds
  • case & status processes
  • escalation
E3UPSTREAM

Engineering & delivery

  • issues
  • private security disclosure
  • maintainer communication
  • patches
  • pull requests
  • integration testing

We can commit to our own processes and handling times. We do not guarantee: community response times, maintainer reactions, acceptance of a pull request, a merge, or external release dates.

FIG.PS4 / FEDERAL PROCUREMENT

German federal procurement — simplified since July 1, 2026.

≤ €50,000 NET

Direct award

For public contracts at the German federal level, direct commissioning can in principle be possible.

≤ €100,000 NET

Negotiated procedure

For supplies and services, a negotiated procedure without a call for competition can be possible.

START-UP RULE

Additional simplifications

For innovative services from young start-ups, further simplified procurement options can be relevant.

The thresholds stated refer to German federal procurement. Their applicability in a specific case is assessed by the respective contracting authority. The same rules do not automatically apply to German federal states, municipalities, public enterprises and other institutions. Contracts must not be artificially split.

WE COMMIT TO
  • critical intake acknowledged ≤ 30 minutes within the agreed service window
  • initial triage ≤ 2 hours
  • reproduction analysis ≤ 4 hours where technically feasible

FIG.PS8 / FREQUENTLY ASKED

In short.

01Is ALVPHA Upstream classic open-source consulting?

No. The focus is on operational responsibility: inventory, triage, lifecycle, support, security processes and upstream delivery.

02Does ALVPHA Upstream replace our internal IT or developers?

No. Internal teams keep product and system responsibility. ALVPHA takes on the clearly delimited OSS operations scope.

03Does ALVPHA guarantee response times of open-source projects?

No. We exclusively guarantee our own processes and services.

04Do the €50,000 / €100,000 rules also apply to German federal states and municipalities?

Not automatically. The simplifications mentioned refer to procurement at the German federal level. Other contracting authorities must review their own procurement framework.

05How are the service packages priced?

Individually. Price and final scope are defined in writing before commissioning, based on the scope check. The reference scope describes the typical frame of each package.

06Does ALVPHA provide legal advice?

No. We make technical determinations on components, licences and processes, but do not replace individual legal advice.
